Library's Announcement on the Referendum

What Library Cardholders need to know about April's Referendum

On April 17, 2007, selected areas outside of he current Cary Area Public Library District will be voting on a referendum question. The question will ask them whether or not they would like to join the Library District. A similar question will appear on the ballot for those of you who are already in the Library District. The referendum must pass in the current Library District, as well as in the selected areas. It is important to remember that this referendum will not change the amount that current Library District residents pay on their tax bill.

April's Referendum/Cary Library's attempt to Annex your Home

If you are not presently aware, please take a minute to read this. The Cary Area Library District Board (CLDB) has noticed that our neighborhood and several surrounding neighborhoods are not presently served by Library Services. Thus, they are positioning for annexation of unincorporated areas east of Route 31.

On April 17, 2007, the CLDB will have a referendum question asking residents to approve the expansion of the district. It is worth examining the facts here as this could have significant property tax consequences to our neighborhood.

1) The CLDB is trying to position this move as a concern for underserved Illinois residents. They claim to be concerned about the future.

2) If approved, the financial impact would be solely placed on the annexed areas East of Route 31. Those already in the Cary Library district will not be affected in any way. All of this is confirmed on their web site at www.cary.lib.il.us/

3) The CLDB is actually trying to position this annexation as a reduction in household expenditures for the services they provide. This point of contention seems extremely difficult to rationalize as many homes are already connected to the internet and subscribe to digital television services etc.

4) The CLDB already have their fixed costs in place. They have a building, people to work in the Library, Maintenance costs, etc. Of course, they would like to cast their net in search of more tax dollars to pay for their Library.

5) What does this mean to your property tax bill? The CLDB states for every $300,000.00 of home value, this will add $161.00 to your property tax bill. Below this, they also state this may vary due to deductions available to the homeowner. In other words, it may well be at a higher rate. At the CLDB’s proposed tax rate of .00169, a $600,000 property would increase your tax bill by an additional $338.00 each year. When they want to expand the Library in the future, we will be asked to pay even more.

Resale values in this community are already negatively impacted by runaway property taxes. We currently have one of the highest tax rates in the area. This Annexation will only benefit the Cary community which wants our tax dollars to pay for its Library.

Vote No to turn down the Cary Area Library’s attempt to Annex your home into the CLDB.
